- your file association is for some reason broken
The typical "fix", assuming you installed Rainmeter in standard mode beforehand, would be to right click on the .rmskin file, choose 'Open With...', and then browse for the SkinInstaller.exe file from the Rainmeter installation folder. Obviously, it would be wise to also tick the 'Always Open With This Program' checkbox, when doing the above.
If there's no weird AV / Windows permission to stop you from using the said executable, the next time you double click that .rmskin file, Rainmeter should install the skin.

What you installed from visualskins.com is the original / old version of the Mond skin. However, don't ask me about Spotify, since I don't use it. User xenium explained how to make Spotify work towards the end of this thread (make sure you read its beginning as well, to know the basics about the WebNowPlaying plugin which is installed along with the aforementioned skin):
