You might try re-installing the latest Rainmeter version from https://www.rainmeter.net and be sure to check the box:
Launch Rainmeter on startup

Can you do the following?
• Press WIN+R
• Type shell:common startup and hit ENTER
• In the opened folder place Rainmeter shortcut
Now try to logout and login. Is it showing now?

You figured it right - for every user you need to place individual shortcuts in the Startup folder.
You can access this folder with shell:startup

i did notice though that the shortcut is still in shell:common startup as well , but skins don't appear anymore for other users after i put shortcut in shell:startup too.
can i delete the shortcut in shell:common startup ?

Re: rainmeter doesn't show after logout/login
Yes, no need to keep the shortcut in the common startup folder. Just put it manually for every user's startup folder.
If you have Windows 10 or 11 you should be able to do that through control panel or task manager
