Whenever I try to install a Rainmeter skin I get this error: 'Unable to locate Rainmeter. Rainstaller.exe needs to be in the \Addons\Rainstaller\ folder.'
I have always changed the default document location in Rainmeter (from C:\Users\USERNAME\Documents\Rainmeter) by using the 'Edit Settings' feature but since Version 2(I think?) I have had this error and haven't been able to use the program.
I have tried uninstalling\reinstalling but I still get the problem.
What else could I try?

I would try following this:

And see if that doesn't clear up whatever is giving it trouble.

That error is not from Rainmeter, but from Rainstaller (the .rmskin package installer). Are you sure you're running Rainmeter.exe and not Rainstaller.exe?
