I would like to make Diablo 3 Rainmeter Skin. But for real .. i don't know where i could start, what should i know to be able to do it ? What do you guy use to create your skin*if you use any other logicial* ?

You are probably best off downloading a skin or two and tinkering with the code, do this after you have worked through Rainmeter 101. When editing you are best off cross referencing with the online manual...
