1. No. The translations are built as a part of Rainmeter, but there will be Rainmeter 2.2 betas soon so you can see how your effort looks, and can send us any changes you think needed.
2. No. The localization effort has nothing to do with skins, only the Rainmeter application.

OK, great..

Translation is done. I will make changes when i can test the language.

But can i already test my own language in Rainmeter 2.1 ??

If i can, how ?

There is already a Spanish (Modern/International) translation. Would be great if you could go over it or make an entirely different translation for, say, Traditional Spanish :)

Today i made a Greek translation since nobody else have done it.

I have to ask something.
All the translations that are posted in the forums (or at least most of them) are in a format:

"language".h (for application)
"language.nsh (for installer)

When i posted my translation for Greek i didn't change the name of the original files neither the extension of the file.
Thus, i posted my files as .txt files (like the original)

Is that a problem?
Should i change them and re-submit them?

Not at all, we'll take care of that. In case you're wondering, they were in .txt to make it easier to open the file -- people might not know how to open .h or .nsh if they don't have them associated :)
