I'm sure there's a simple answer to this, I searched here but didn't come across it. So if I go to a particular skin and turn on "Hide On Mouse Over", and later want to change any of its settings, how the heck do I get back to the skin since it dissolves on mouse over, like it should!

Documents\Rainmeter\Skins\Skinname and edit the ini file..?

Or you can use RainBrowser. Or right clicking the tray icon and navigating through skin's options there.

If I understand you right, then
right click on the rainmeter icon in the systray --> click on "Edit Settings"" --> search your skin --> change HideOnMouseOver=1 to =0
--> save the file --> right click on the rainmeter icon in the systray --> click on "Refresh all"
and now you can change the skin settings or you change the settings when you have open the "Edit Settings" file
EDIT: Oh KreAch3R was faster and has a better solution ... there are many ways to Rome
