Layers / z-position

I suppose it might be a bit to late in this project to implement meter dynamic meter layers, but it sure would be useful!
By dynamic I mean that a meter's z-position could be changed. Meters could be sent to the back, or brought to the front of the pile.

I'm planning out a skin that involves tabs, and I was thinking how simple it would be to make if each tab were a single graphic, and if clicking on one simply brought that meter to the front!
