I downloaded Blue Dream from customize.org and wanted to mess around with the picture frame skin.
I typed the file path of the picture I want to show up, but the skin doesn't see it.
Any suggestions to what's the issue is??

Hmm... you're SURE that you typed it completely and correctly?
If so, it might be a format issue... is it a jpg or png or gif?
In the skin itself, in the image meter, do you see a "Hidden=1" or a size or coordinate issue?
If it's simply a path issue (you think everything else is fine) then maybe try moving the image to the same location as the .ini and use something like:
ImageName=theimage.png
or
ImageName=#SKINSPATH#GnomeMeter\Images\theimage.jpg
