I cut and paste the example .ini so I could tear it apart, but the example does not work.. The red box does not change sizes on mouse over. }:[

That example is was missing the top part of the .ini
Add this at the top:
[Rainmeter]
Update=1000
DynamicWindowSize=1
Then it works fine.
