newb here, how do i use the side bars and task bars?

i can load them but have no idea how to use them....

How you interact with them depends on how the creator made them.
It might be just a background to keep other skins in uniform if placed on it, or it might do stuff on it's own.
So "How you use them" all depends on what skin you are using.
