You can't.
You could see what it is doing and probably create something similar from scratch in Javascript / HTML5, but Rainmeter skins have nothing to do with HTML.

A Javascript implementation of Rainmeter would be pretty cool. Maybe we could use one on the website as a sort of demo of what Rainmeter is. Obviously it wouldn't be able to use all the libraries, but it should be able to show the basics just fine (Time, weather, maybe CPU usage if JS allows).
