Does Height and Width scaling not apply to Button Meters?

No.
A button is a special kind of image called a "bitmap", that isn't one image, but several (in the case of a button for Rainmeter, 3). Where the image is divided into three parts in code and the appropriate 1/3rd is displayed depending on the "state" of the button.
Rainmeter can't dynamically resize buttons images.
