Adding simply animation to ICON

I'm making a few icons that would launch my games when I double click them. Basically making shortcuts, but bigger then the rest of the icons on my desktop.

this is what I currently have,

ImageName=D:\Downloads\~Icons\Streetfighter-IV-new-2_4_128x128x32.png
LeftMouseUpAction=!Execute ["D:\Games\Steam\steamapps\common\street fighter iv\SF4Launcher.exe"]


it works and all, I just want to add a little more flash to it (I'm a total noob at this)
How can I have the icon be highlighted/flash/shrink/expand or any simple visual effect when I mouseover and single click on it?

tho seem like it involve a lot more work then I was anticipating
do not enjoy image editing : (

Then you can find several images, make more meters and make use of MouseOver + !Bangs. This is a long roundabout for making a button, but you can customize it more than with a button. I'm not saying this is easier, it's not. It's more annoying and have a tendency for hickups. But you can do it.
