Help getting cool icons/toolbar

I've pretty much done my desktop, but I can't get cool looking icons / programs at the bottom of my toolbar:

Also, I can't get the weather to work

you can find icons on deviantart

for weather run EnigmaConfigure.exe(C:\Documents and Settings\YOURUSERNAME\My Documents\Rainmeter\Skins\Enigma\Resources\Variables) put your weather code where it is needed and press set, refresh skin

I downloaded a icon pack '__ecqlipse_2___PNG_by_chrfb'. How do I use this? (It's in zip format with different sets)
