I just upgraded to Windows 11, and I can't get Rainmeter to load a ON START layout for game mode, all skins are unloaded instead.
For testing I used Notepad.exe in the additional process list. I made a test layout and set it to ON START.
I made a default layout for ON STOP. I start Notepad and everything is unloaded instead of the test layout. I stop Notepad and the default layout is loaded correctly.

This bug is still present for me, On Start doesn't load the layout, even though I set a layout, but On Stop works fine.
I added the Rainmeter Log too, the settings file isn't read after entering game mode for some reason.

I believe this was fixed on October 9th. Rainmeter version 4.5.16.3687 was released on September 20th.
While fixed, a release has not happened yet.

Whoops, based on past behavior I assumed the commits for RM are pushed only when a release is happening, it would be kinda stupid now that I think about it since the Justify prototype should have been pushed, and then removed right after (because of Windows 7) before for the build, sounds like nonsense because it is. I have seen the previous reply but I assumed it was forgotten too.
Sorry for the confusion, gonna double this reply as marking the post for fixed/checked (hope non-OPs can do it too).
