Desktop Shortcut Control
I'm new to Rainmeter and need some advice on how to organize shortcuts on my desktop. I'm running Windows 10 21H2.

Unfortunately this has nothing to do with Rainmeter. Organizing those shortcuts is not something which can be done with Rainmeter skins.

I am not sure what is your use case since you have not provided much of details.
Probably, the simplest and the most viable way would be actually using Stardock Fences application which is designed for such things.
If you really want to use Rainmeter, then I suggest putting those shortcuts into a folder or separate folders. Then by using FileView plugin you can show the contents of those folders on your desktop.
