How can I change the location? It is stuck on Amsterdam for me
Really?
Did you right-click the skin and select "Settings..."?
In the file that opens in your editor, simply follow the instructions and change the first variable: WeatherLocation=Amsterdam to WeatherLocation={your city OR your address OR your zipcode}.
Save the file and refresh the weather skin. This will work 99% of the time.
If it doesn't work, check the Rainmeter log to see what the skin did find.
Unfortunately there's no such text inside the ini, unless im in the incorrect one. The only time "location" is mention in the script is pictured. https://imgur.com/a/EaF6nTS

It is not inside that file, it is a separate variables file.
You simply need to right-click the weather skin display and click "Settings...".
That is how to see "WeatherLocation"... not "Location".

There is a problem with the location data since yesterday. Here is the log entries:
Unable to connect to Nominatim. (Sienna 2.0\Sienna 2.0.ini)
(Fetch error) The date in the certificate is invalid or has expired (ErrorCode=12037) (Sienna 2.0\Sienna 2.0.ini - [mLocationParent])
I am in Athens, Greece and I have been using the skin without problems for over a year.

Hi, is it still giving you this error? Everything works fine for me, so it must be something on your end. You could try resetting Internet Explorer.
