I had an idea that rainmeter skins would pause what they were doing when the person is not viewing their desktop, of course it would be optional.
It's like what Wallpaper Engine does, the wallpaper pauses when an application is fullscreen or not viewing the desktop.

You could use this plugin to unload a skin layout when you run a fullscreen application and reload them again when closing it.

We have something in mind for this, but it only works for Windows 10 at the moment. We will be exploring alternatives that work with Windows 7. Stay tuned!
