I am attempting to optimize my skins for those who have lower-end PCs. My suite is inherently performance-heavy, so making these optimizations is a difficult and tedious process, and I don't have an easy way to tell if something I have done actually made an improvement. It would help immensely if I could somehow monitor how much CPU time each skin is using when it updates.
Is this possible?

No. There is only the one Rainmeter process.

I am using Process Activity View by Nirsoft do determine how often my skins load files

For example I just found an abnormal use of an image by one of my skins (open count was rapidly increasing with every second). It can also show how often your skin loads or parses a data from internet (via highlighted on the screenshot .xml file).
