ToolTip options

Hi!
First I wanted to revisit the question on images in tooltips. I remember from the first implementation tooltips that having images were not possible because the tooltips were based on Windows implementation. But with the ending of support for Windows XP I wanted to know if it was still not possible.

This question came up when I accidentally came across this page which seems to indicate that it was possible to include images.

Also I wanted to know if it would be possible to add options to control how long tooltips display and how long it takes for them to activate as sometimes the tooltips get in the way or are just plain annoying.
