can anyone suggest where can a 'Rainmeter User' get help; bcoz this forum seems like the place for only contributors and the ones with technical knowledge.

well, you are definitely not rude as you cared to reply to my post. thanx for that.
basically i am a lover of Art. and a software like Rainmeter fascinates me as its not only functional, but it also satisfies my huge craving for Art.
Also, ofcourse i would like to use all the features presented, to the optimum.

very likely some one knows the answer....{likely, several know, several different answers, and you can pick the best for you}
...and many people turn into contributors....<after they create, or change a skin to their personal need/want/desire/taste>...that is the appeal of rainmeter....customizing things the way YOU WANT them to be....
about the only no-no around here, is asking someone to MAKE it FOR you.....

my main problem is with using WebPraser plugin. i am not able to use any of the skins which involve its use. hence no weather for me, no rss feeds, no pics of the day....
while looking for the solution, i came across WebPraser Tester and its giving me a red light.
i am using Avast antivirus and MBAM on my system. but i dont think these must be causing the problem. i disabled them and then tried the skins but of no use.
when using any of the weather skins, i get the message :
WebPraser.dll: (1628) the system cannot find the file specified. (Error code=2) ;
Bang: incorrect number of arguements ;
and several other messages.
do you have any idea what could be causing the problem?

Chances are that you have some "proxy" setting in Internet Explorer. You have two ways to solve this:
1) Open Internet Explorer and under "internet options" set any proxy settings to "none".
2) If you are using the latest Rainmeter 2.5 from http://rainmeter.net, you can edit any skins using WebParser, and add the line ProxyServer=None to the WebParser measures in the skin(s).

anyhow, i checked my LAN settings but there is no proxy server used.
i am using Rainmeter- 2.5.0 beta r1808 64-bit (Mar 5 2013).

Just to be sure, get an install the LATEST beta from http://rainmeter.net. Then edit that WebParser "tester" skin:
