I have a question whether there is a free weather service this in Spanish or MultiLanguage or skin that this good translated into Spanish.

You can use Substitute= to convert english text into spanish.
Example, Substitute="Cloudy":"Nublado" translates the word Cloudy to Nublado.

Of course I can do it, I have it so, but I think that would be easier to have a Multilanguage weather in to facilitate the work.
Although the translation does not convince me, with what I was editing.

if you want a multilanguage skin but don't want to use Substitute, that would require a multilanguage feed. as something like that does not exist, you need to request such a feed from one of the feed providers. you are probably not going to do that, and if you do it is unlikely they will obey.
so, the only option is to use a Spanish language feed. you are probably the most qualified person in this thread to find such a feed on the internet as you obviously speak the language.
the little Spanish i know i learnt from James Bond movies, but still i found something that might be useful for you.
go to Spanish version of weather.com. select your city (for example Mexico City)

click on "Fuente RSS" on the top right. there's your feed:

scroll down.
