I tried out the german minor protection program from http://www.jugendschutzprogramm.de
This tool use filterlists and as I tried to enter the rainmeter forum with an ageconfig 12-17 the site was blocked. So with a setting under 12 it will blocked as well.
The webparser.dll didn't work with these settings as well.
Is this deliberately or not?

From reading the description of the program it seems likely that all forums are blocked by default for children under the age of 16. This might be justifiable because you don't know what kind of forum it might be, and what people are on there (Facebook is blocked for this age too). Or perhaps one of their site crawlers has found offensive language in one of the threads here.
Perhaps we could submit a request to check the rainmeter forum and set an appropriate rating for it. Or an age.xml label could be installed by the forum admins.
