Weather skins make use of the WebParser plugin. You need to read this information from a website with weather information.
The easiest way is to start from an existing weather skin like the one in Gnometer or Enigma and try to modify it. The page linked by Seahorse gives you some good informations.
You might also want to look at http://rainmeter.net/cms/Rainmeter101 for beginner tips and tutorials.
