Anyway to make rainmeter "really" always on top?

I am using rainmeter skin that's made with the top bar background.
But instead of using the background bar that's from the skin,
I am using the actual windows taskbar as background and placed all the buttons
from the skin on the taskbar because I need to use the running windows list
and the system tray icons.
Problem is, eve if I set the skin to "stay on topmost",
whenever I click on the taskbar, the skin goes below the taskbar for a moment
and comes back up.
In other words, it almost looks like the skin is blinking every time
I click on the taskbar.
It's because the taskbar is also set to always on top.
I am using Windows 7 and searched for how to disable the always on top feature
of the taskbar but couldn't find any solution.
Is there anyway I can fix this problem?

ps.
It seems like there is a software for disabling always on top feature of windows 7 taskbar
which does not work anymore after windows update patches.
Uninstalling that specific patch is not possible since I bought my laptop recently and
it came with that patch already installed and not listed in the program add/remove.

I don't see a solution for that one... the native OS taskbar is going to try to be topmost and I haven't heard of a way to change that.

You might consider creating a new taskbar (skin) in Rainmeter and disabling the taskbar completely... but that's a bit of work, unless you can find the skin already created. I know I've seen skins that replace the orb, the systray and for opening multiple active windows to cycle through tabs, but all in one skin? Not sure.

Good luck though, let us know what you come up with :)

Thanks for reply JoBu.
If it is really not possible to disable taskbar always on top or rainmeter on top,
then I will have to get rid of the taskbar and use rainmeter background bar.
Because the taskbar is set to always on top in Windows 7,
I had to set all the rainmeter skins to stay on topmost, and there are several problems
with this setting such as,
-skin blinking with some fullscreen application
-comes on top on Video player with fullscreen
-tooltips go under the skin and try to come back up, end up blinking too

I know I can fix the first two problems above by adding some lines to ini files,
but still annoying because I have to edit every ini files I am trying to use.
If I get rid of the taskbar, I don't have to set skins stay on top,
and it solves all the problems above and that's a good thing
but I going to be missing some taskbar features that I mentioned already.

I actually looked into making taskbar replacement skin myself before.
But I couldn't find any way to display running windows list and system tray icons
on rainmeter skin.
Only thing I found was a user made software that displays a popup menu
with running windows list which is not what I wanted.
What I came up with so far is using ObjectDock.
It displays running windows and system tray icons.
and by making the dock background fully transparent, i can put it on rainmeter skin.
But problems is, it only displays the icons not with the text as on the taskbar.

If I couldn't find a better solution, then I will have to stick to ObjectDock.
It would be much appreciated that if anyone let me know if there is any other way
to solve taskbar on top problem or display running windows and system tray icons on rainmeter.
