So what program do people use the make and mod BMPs

I use PhotoShop, but I would think Gimp or even Paint.Net would work just fine.

XnView is great for batch processing,editing & converting BMP's etc.Totally free.

We think are talking about BITMAP images though, not .bmp files. You really need something like PS or Gimp or Paint.Net to properly create or edit those "filmstrip" images, as it is a million times easier with "layers".

+1. As long as Gimp is free, I can't see why anyone should try another program. Photoshop user here, too.

Paint Shop Pro 9 the last version before Corel bought it.

Micrografx Picture Publisher 10.1. It's quite old now, yes, but does all I want, except exporting PNG with alpha channel (if it works, I haven't found out yet).
Corel Photo-Paint 11. This was the first Corel version of Picture Publisher, after Corel acquired Micrografx. I mainly use it to export PNG and it's also better at drop shadows. Sells as OEM CD-ROM for around 40€ bundled with CorelDRAW.

Both of these have all the basic object and layer functions, lots of filters and stuff.

I gave up on that as it doesn't support aero blur...
