Rainmeter is a Windows-only application. Since Android is based on Linux Rainmeter for Android would require a complete re-write of the application. I'm sure there are some widget apps for Android that you can use to create your own widgets I suppose.
Have more fun creating skins with Sublime Text 2 and the Rainmeter Package!
