I can confirm that Rainmeter skins are "minimized" with Win-D on Windows 11 24h2.

Win-M does NOT minimize Rainmeter skins, but then you can't "toggle" hidden windows, but must restore them manually.

It seems they are not in Windows 11 23H2. When I hit Win-D, the skins are kept normally on screen.

See nothing related to Rainmeter skins, on Win-M. But I think the Win-M only minimize the windows, you can't restore them by the same Win-M. But you can by Win-Shift-M.
