By exploding a gif - many online tools for this.
Pause the video and use win 10 snipping tool.
Oh wait, sorry.
Yes use a shortcut to the file\image.png/jpg etc - as you would for opening a folder or executing a exe.

I thought, secondarily, that the existing thumbnail might be the target. VLC will do it automatically if set up correctly. It will create a jpg in the same folder as the movie or clip. So, maybe the OP was trying to access that image for a launcher skin. If that was so, then what I said would work. It might also mean that they would want to get the image from any movie. Then a short regexp substitute might be needed, to capture any jpg rather than a named one. ( I do not speak Botchie, but this droid might be able to - it is a fine red version of R2d2, BEFORE IT BROKEDOWN).

VLC movie player (media player as well actually), has a function that allows the user to gather thumbnails from movie filetypes associated with VLC (as many applications can be).
But if you want to get 'any' movie thumbnail, not just a specific one where you know the filename, a regexp in a measure of your skin that looks for the thumbnail, can look for any file, by filetype rather than the name of the thumbnail file. It can be done, but someone else would have to explain it since I only know it can be done, just not the exact method.

While possible, not all video files get a thumbnail. Some have a vlc icon, or other player icons. Tho, they would look good, with a border and default player's icon.
