Im very new to this. im trying to follow the instructions for using imagemagick and im stuck on where it says "Or just download plugin DLLs, copy a version corresponding to your system (x86 or x64) and manually paste DLL to %appdata%\Rainmeter\Plugins\."

You don't need to do that step. The plugin is bundled with Jax's skin. You just need to follow the guide to installing imagemagick, and remember to add it to path while installing.
