i have closed all the skins and i had to restart my machine then i could not open the manager or start the program i went and got a new skin and double clicked it and it installed then i was able to click to open the manager. is there a way to open the skin manager if i close them again and close the program

You can open Manager by simply clicking in the Rainmeter notification area icon.
