Your editor is saving the file as a ".txt" type, a text document.
Rainmeter skins are ".ini" type files; and only those types will show in the skin list.

You need to use "Save as..." when you save the file, set the Document Type to All Files (*.*), and save with the ".ini" extension type; save as "Monicle.ini"
