Failed to start - application configuration

I've looked at a couple of other threads on this forum about this, but nothing was able to help solve my problem.

I have a windows XP HP mini laptop and I installed Rainmeter normally, yet when I try to start it, it gives me the error:

"This application failed to start because the application configuration is incorrect. Reinstalling the application may fix this problem."

I also know nothing about C++ so reading articles on why it's not working won't do much for me. Any help would be appreciated though!!
