To open this file, Windows needs to know what program you want to use or to open it. Windows can go online and look it up automatically, or you can manually select a list of programs that are installed on your computer.
I assume you did a "portable" install of Rainmeter?
If so, then you can just go to (or create a shortcut for) the program RainStaller.exe which will be found in Addons\RainStaller under the folder where you put Rainmeter. Once you open RainStaller, you can use it to browse to the .rmskin you want to install and it should work fine.
If you did not install Rainmeter "portable", and are using the same Windows account you installed it with, then something has gone hincky with your install. Does the account you installed it with have "Administrator" privileges?
