Did ya restart rainmeter ?

By the way the HUD theme is out dated and may not work properly. I believe the weather is based
on Accu-Weather and theat feed no longer works.

Two things:

First, you want to be careful not to confuse "themes" with "configs". When you add a new skin to Rainmeter, you load it by either selecting it from "Configs" on the context menu or by using RainBrowser. http://rainmeter.net/cms/Rainmeter101-AddingSkins and http://rainmeter.net/cms/Rainmeter101-UsingRainmeter

A "theme" is a different animal. Some suites of skins, like the illustro that comes with Rainmeter, or Enigma and Gnometer and such, come with a "theme" as well as the "configs", to help you load a bunch of skins/configs at once and position them on the screen.

Second, and most important to your particular situation, is that you chose the only skin suite I know of that was broken when we improved Rainmeter back a couple of years ago when we went from 0.14 to 1.0. The author of HudVision had done some outside the box things with that set of skins that made it ONLY work right on the 0.14 beta version of Rainmeter. He sorta quit after that, and has never updated the suite to work with 1.0.

So you might want to look at: http://rainmeter.deviantart.com/gallery/23941137 to see if there isn't something in the hundreds and hundreds of available skins that you like.
