Where can I get the C++ and .NET libraries from?

Hello everybody, I'm new to the forum and I'm having a little problem trying to install Rainmeter 2.0 on a computer running Windows XP SP2 which does NOT have access to the Internet. The problem is the following: immediately after I choose to install the program, it gives me some sort of error, saying that "cannot download". Since I have tried the program on another computer which has Internet access and it works perfectly there, I assume the problem might be that I don't have the .NET or the C++ libraries that Rainmeter requires. So the question is the following:

Could anyone please tell me which are the exact .NET and C++ libraries (I mean, which versions) that Rainmeter requires, and where can I download them from WITHOUT having to use an Internet connection?
