This error is reported because Rainmeter cannot find a .dll plugin file.
If you only installed Rainmeter download it again and reinstall.
If you have installed other skins one of them may not have installed properly; download and reinstall them may help.

Regarding Plugins
Rainmeter stores the plugins into two different folders:
The built-in plugins (like ActionTimer, InputText or Win7Audio, but these are just examples, there are much more) are stored in the C:\Program Files\Rainmeter\Plugins folder. The plugins installed by skins have not to be placed here.
The not built-in plugins, which are installed when installing a skin using a not-built-in plugin, are located into the C:\Users\<YourName>\AppData\Roaming\Rainmeter\Plugins folder. Here you have to place a plugin, if you want to copy it manually (not sure this is a good idea, but can be done).

So, you have to copy the appropriate version of the plugin (either the x86, or the x64 version, depending on your system) into the C:\Users\<YourName>\AppData\Roaming\Rainmeter\Plugins folder. If you manually copy the plugin, it's your duty to make sure to copy the appropriate version (when installing it, Rainmeter knows which version of the plugin to copy).

Then exit Rainmeter and restart Rainmeter.

Eclectic-tech already said what you should do: completely uninstall and install Rainmeter and the culprit skin(s) again. That doesn't require pictures to get it. If that doesn't work, let us know EXACTLY which skin you're getting the error on (load and unload them one by one to identify the one with the problem) by posting a link to it. In other words, provide more details on when, where and how does the error happen.

Other similar problems that were reported in the past, maybe you can find the solution there:

  • Do a clean uninstall of Rainmeter, as described here.
  • Download the latest Rainmeter from https://www.rainmeter.net/ (right now - 09/06/2024 the actual version is 4.5.20). This step is included into the above linked Clean uninstall as well.
  • Install the above version, BUT DON'T INSTALL ANY SKIN. Let Rainmeter start. Does it start up? Most probably it should, but let us know if it doesn't.
  • If Rainmeter started, install the skins you want to use, ONE BY ONE. Make sure to install only one skin at a time. Yep, I know it's hard to install more skins by one, but since it's not impossible either, please make sure you really are installing only one skin at a time. Check Rainmeter after each skin install. If at a time, Rainmeter doesn't load up anymore, giving the error message, don't go further, better come back and post a link of the skin causing the issue.
So most important question: did you succed installing and launching Rainmeter without any not-default skin?
