Rainmeter and Windows 7 Desktop Background Slideshow
Is there a way to change the arrangement of skins in Rainmeter when the background changes? Or maybe make one skin that is the background and have it change the other skins?

You can have different themes (skins and their placements) with a wallpaper included.
If you change theme, you change wallpaper. Look at RainThemes (Context menu: Themes -> Manage themes...)

But is it possible to change it all automatically every thirty minutes to an hour so I can use a slide show like desktop?

you can do an if:than conditional with the system uptime

What does changing the configuration ini-file with the bang "!RainmeterActivateConfig [Config] [Ini-file]" do?
