I installed the Rainmeter app, but unfortunately, I deselected the option "Launch Rainmeter at startup." How can I enable this setting?

The easiest way is to simply reinstall it.

For the purpose i install rainmeter, Just need to ask, I usually check this website for rain forecast, https://isitgoingtoraintoday.com Is there any way I can have the audio visualize the forecast for rain? or may be another solution something similar to google nest.

Not sure what you mean by this. Something like commanding the skin to show the weather forecast using your voice, or is it something else? If the former, there are plenty of weather skins (the newer ones have more chances to work, given the changes happening with the data sources over time), but none that I know of that's reacting to user's voice, at least when dealing with weather. The speech capabilities can, however, be used in Rainmeter via corresponding plugins:
