Windows 11: taskbar covers skin on interaction

Hello, I have a skin located in the taskbar area and its position is set to "Stay topmost", but despite this, when I click on the start menu, it disappears for the duration of the interaction. Is it possible to fix this so that the skin is never covered?

Nope. This has been extensively discussed elsewhere. That is Microsoft's turf, and they paint over and refresh it whenever they want. They already set their z-order to topmost, so anything you do to cover it up is going to be temporary at best.
