Ok I have to send you the log of your Skin? How is a log made? Where is?

Right-click the Rainmeter icon, then select Manage. On the Settings tab, enable the "Debug mode" and "Log to file" options. At this point, restart Rainmeter and perform all the actions needed to duplicate the odd behavior. Then open this same screen and click the "Show log file" button to see the file. You can post it here as an attachment.

So from your log, it appears the following sequence of events happened:

At 15:27:00, Rainmeter is working and your network adapter seems to be your ethernet adapter (not shown in the log, your log appears to be missing the early part of Rainmeter starting up, but that is OK). I assume your USB WiFi adapter is down or off at this point.

At 15:27:12, it appears that you refreshed Rainmeter (i.e., you used the "Refresh all" menu item). So far, your active adapter is still your ethernet adapter, as the skins are able to ping Google and read your external IP.

At 15:28:07, Rainmeter detects your network adapters have changed. You appear to have no active network adapters. The Network Meter skin fails, as it can no longer access the internet. Your Wireless Meter attempts to ping, and that fails too. My assumption is you unplugged your ethernet cable.

At 15:28:40, Rainmeter detects your network adapters have changed again. Your ethernet adapter is down, and your WiFi adapter is becoming active, but it is still down. A fraction of a second later, Rainmeter detects your network adapters have changed, and now your WiFi adapter is connected and on-line.

At 15:28:40 plus a fraction of a second later, both skins react to the change and see your WiFi adapter is active, and refresh your external IP.

I am assuming at this point, your skin shows your active adapter as "Wi-Fi (No Connection)", correct? (Like in the screenshot you posted earlier.) You do see network activity on the graph, correct? (Your screenshot did not show this, so I need to confirm.)

Assuming you DO see network activity on the graph, then this points to some obscure bug in the WiFiStatus measure. We might need some assistance from the devs to see if there is any issue, but it seems as if the measure somehow does not recognize that your wireless adapter has changed and is now active. The problem is that I cannot reproduce this behavior; if I do everything you did and in the same order, the skins and the plugin react perfectly and recognize the adapter, SSID, signal strength, etc.

No, this hasn't worked either.

One more note and I think it is important, I have reverted the line commented before to its original state to test something that I had in memory.

Scenario 1: PC running Windows and Ethernet connected if I deactivate the Ethernet and activate the Wifi, the result is the aforementioned failure to show SSID and Quality, this happens whenever the Ethernet is connected and I deactivate it and activate the USB Wifi.

Scenario 2: PC running Windows with Ethernet disconnected and USB Wifi connected to my Wireless network and I reboot Windows when the desktop enters and loads Rainmeter and its WirelessMeter DOES show SSID and QUALITY Signal.

I don't know why the failure happens if I deactivate it with the Ethernet connected and switch to Wifi, but this information needed to be explained and analyzed because it definitely only shows the SSID and Quality if the Wifi is connected and there is a Rainmenter load or a manual refresh of WirelessMeter.
Likewise, thank you very much SilverAzid for all the effort you make in addressing my problem, I will be attentive to all your comments and help.

OK, this is sounding more and more like a Rainmeter WiFiStatus measure issue. The 2 scenarios you describe make perfect sense, so no surprises there.
