How to track wallpaper slideshow?

I made a skin with a blurry background using MagickMeter, but there is a wallpaper slideshow on the desktop. How can I keep track of wallpaper changes without frequently updating MagickMeter, what causes the blinking?

The Slideshow wallpaper can be found at:
C:\Users\Username\AppData\Roaming\Microsoft\Windows\Themes\CachedFiles\CachedImage_1920_1080_POS4.jpg

The jpg file name will change if you change your screen resolution or change Windows display options (Fill, Fit, Stretch, Tile, Center, Span); POS#.
