How to perform "Variables Files" function without Rainmeter?

I'm wanting to replicate Rainmeter's "Variables Files" function (to remove variables that do not exist in the new version, add variables that do exist in the new version, and leave existing variables unchanged).

I'm curious if I'm on the right path here. I am looking to perform a "Variables Files" function after an rmskin has been installed. This is to allow for both merging and "updating" of a skin folder.
