Sorry if this as been asked before but try searching the words "24 hour format" with the search engine and you'll understanding why I'm posting this...
I'd like to know if it is possible to change the skin's hour format from 12 to 24h. I'm using Dark Rainmeter TimeDate.ini for the moment but a global solution would be great.

Sure. Look at the time measure. Change %I to %H.

If you look at that link, you'll see what's causing the am/pm. Just remove it from the code.
