So I was trying to test out a skin on an alt account... skin had some issues so I thought I'd check the plugin versions, but they seem to be missing from the plugins list. The plugins are running fine, as shown with the Acrylic frosted glass effect from the attached screenshot.
- OS: Windows 11
- User folder: contains unicode characters & white spaces
- Rainmeter version: latest
- Errors? None
Plugin list is collapsed to verify that only built-in plugins are displayed

The extrnal plugins are user based. You will have to copy them from your main user account and paste them to your alt account.

External plugins are user based, yes. But they are installed & working on the alt account, but not showing up in the plugins list?

Yes, and even tried by login, logout and restarting the device. The issue presists. Also note that the username folder contains white spaces and unicode characters... maybe Rainmeter was unable to access the plugins folder?

Just a thought ... maybe is has to do with multibyte characters proportionally "eating out" other characters at the end of the string, resulting in incomplete results? Just guessing here, but maybe the issues are related?

Not sure the OP could test it, but deleting 6 chars at the end of his plugins folder path (making the subfolder just "P" instead of "Plugins") should produce the list of plugins in the log...
EDIT: Guess it's not that here - I created another account using such characters on my computer in order to replicate the problem, and I could see the plugins folder in the Log without issues.
