ability to check if a video is playing or streaming, either on browser or desktop?

Is there a way to detect/check if a video is playing or an online call/meeting is ongoing, either from a program or from a browser? Trying to make a skin behave like a screensaver, which respects any video feed playing and doesn't show up in the middle of such session.
If there's a plugin or workaround for that, I'll be very happy...
