First of all, open the location of this file,
then kill the rainmeter.exe process,
and then delete rainmeter.exe.

I assume you run some sort of skin that comes with a custom Rainmeter executable. I saw this once in some popular skin.
Have you tried this? Did you find Rainmeter.exe in the process list?

What happens when you right-click one of those "skins" on your desktop? If it is Rainmeter, you will get a context menu.

Is there a Rainmeter icon in the Windows notification area / system tray?

I'm betting those things are not Rainmeter at all, but something else...

If you didn't find this process, why are you assuming these are Rainmeter skins? What other apps do you have installed? Are these "skins" actually part of your wallpaper?

I can't tell whether this is Rainmeter at all.

Yet again, can you press and hold CTRL button and while holding this button press right mouse button on any of the widgets on your desktop. Does this open the context menu like the one that Rainmeter should have like this?

If you don't see that context menu, which context menu do you see?

Actually, this might be correct. The time on the taskbar is 12:36, but the time on the clock widget is 10:37...

I used Rainmeter skins(on the screenshot), than I decided to delete it but skins are still on my desktop and I can't interact with it. It seems, like it is on my desktop and also it doesn't exist

Have you rebooted?
