[solved] License issue

Hello, I've learned how to create skins throught other people skin and the community.
In the end I created a skin with my own vision but the basic design of my skin at the start came from another user.
I rewrote it and added quite a lot of things.
I want to share my skin, but the author of the original design used the following license :
Creative Commons Attribution-Noncommercial-No Derivative Works 3.0 License.
Do that mean I cannot share mine ?

And here is my latest version of the skin :
I credited him in the credit part, and I thinking of using the following license :
Attribution-NonCommercial-ShareAlike 4.0 International (CC BY-NC-SA 4.0)
But still, can I release my skin ?

I did a similar thing with my Rounded suite. Even though I tried messaging the site to get permission I heard nothing back. But I have completely redesigned it and hopefully it's ok. If there are issues then at that time I will remove it. That's all that can be done.

This: Creative Commons Attribution-Noncommercial-No Derivative Works 3.0 License, is essentially a poor man's patent, with the stipulation that any future use or modification make (if requested) a mention of previous author, and in so doing commit to the same license, which essentially grants any or all modification or even direct distribution be non-for profit, and also essentially is an open source desktop modification system created under similar licenses granting use etc openly, but also non for profit..

Actually, the "No Derivative Works" part of the license means:
Code: Select all
The licensor permits others to copy, distribute, display, and perform the work, but not distribute
derivative works based on it.
Creative Commons also requires that you use the same license as the original work.
