Not sure I can follow. I suppose "rainmeter setup tool" is the Rainmeter installer? If so, how can you reinstall the installer?

Just curious... try the following at a command prompt:

net user <your user name>

This command should dump out a bunch of stuff about your user account. What does the "Local Group Memberships" say?

You should look at this post by the DevTeam.
I would look closely at the last 3 questions in the first list:

8. Is there any 3rd party antivirus software installed (other than Windows Security/Defender) ?
Space
9. Is there any Ransomware Protection activated (like Windows Security Ransomeware Protection) ?
Space
10. Have you modified your OS in anyway that might be relevant to this issue? Things like changing the default location of program installations, using sym links, altering any visual components of the OS, etc.

Finally, I would recommend following the second list of steps in that post for clean uninstall and re-install attempt.

I also have no option to install... currently on Windows 10 Pro Insider Build 21277.

I have tried
- 4.4 Beta and 4.3.1 Final
- Running with and without administrator permissions
- Installing to the OS(C) drive as well as my Programs(D) drive
- Standard and portable installs
- Disabling all antivirus
- Running in troubleshooting mode

Everything leads me to the same screen, here

This is not the latest Insider build. Yours is from October, the latest is from December. If I don't miss something.

Hey hi, I'm too facing this issue. Uninstalled old one to install new one but now while installing its not showing "Install" button.
