Pretty much.
DragMargins=0,20,0,0 Makes 20 pixels from the top non draggable.

It's made in Elementor, so of course it looks good

Anyways, there are sites like visualskins, windowscustomization and rainmetercentral that are just rehosting sites and don't change anything else in the skins, then there are sites like <not putting any here since my comment will get edited> that host as if they've made skins.
You'll always be better off getting the original files from Github, DeviantArt or even here, without million layers of proxies (and broken copyright agreements) these sites create.

The rainmeter.ini's [Rainmeter] page still dosen't include Language and HardwareAcceleration options
For Language I know the language numbers are here, maybe you guys have a link to a Microsoft Doc though
Only suggesting Language because you could parse the .ini and could automatically set the language if you want, now the part where you get volunteers to translate a skin to 20+ language is another story :v

Random isn't a constant. It is a function of the Calc measure.

I fixed it, and changed some of the wording. Thanks for pointing this out!
